The Consultations Committee
The IHBC constantly monitors discussion papers issued by Government Departments and other national and regional organisations, together with Green and White Papers, proposed changes to policy and guidance and other consultations relevant to building conservation and heritage-led regeneration. The Consultations Committee formulates responses to these documents on behalf of the IHBC. The Consultations process is therefore a key element in formulating the IHBC’s external policy on a range of issues.

The IHBC may not necessarily comment on all consultations, but we are glad to hear opinions from both members and non-members.

The Law Commission's consultation paper on Consultation Covenants A conservation covenant is a voluntary agreement between a landowner and responsible body (charity, public body or local/central Government) to do or not do something on their land for a conservation purpose. This might be, for example, an agreement to maintain a woodland and allow public access to it, or to refrain from using certain pesticides on native vegetation. These agreements are long lasting and continue after the landowner has parted with the land, ensuring that its conservation value is protected for the public benefit. |

Scotland Rural Development Programme (SRDP) 2014-2020 Stage 1 Consultation The Scotland Rural Development Programme (SRDP) is part funded by the European Agricultural Fund for Rural Development (EAFRD) and Scottish Government providing support for a range of economic, environmental and social measures. The current programme will end on 31 December 2013. To access the European funding to cover the period 2014 – 2020, which will then be part funded by the Scottish Government, we are required to submit a new SRDP to the European Commission. This will include how we will deliver against European Union (EU) objectives for rural development and the funding articles we intend to use. This is the first of two consultations where we are seeking views on our proposals on how best to do this to support and develop rural Scotland, while making best use of public funds when resources are likely to be reduced. This first consultation outlines the European and Scottish context for the SRDP including the priorities for rural development. In addition the paper considers how the SRDP will align with other EU funds under a Common Strategic Framework. It discusses the investment articles that Europe allow us to use and asks which of these are the most important to Scotland, within the limited resources that are likely to be available. |

Scottish planning revamp leads SPP and SPF consultation Scotland’s planning system will place more emphasis on jobs and economic benefits to help deliver sustainable economic growth, Planning Minister Derek Mackay has announced as the administration published two key documents for consultation: the third National Planning Framework (NPF3) and draft Scottish Planning Policy (SPP). The third National Planning Framework (NPF3) and draft Scottish Planning Policy (SPP) will influence development plans across Scotland and guide future planning decisions on a range of sectors including transport, energy and infrastructure. The NPF3 proposals set out ministers’ priorities for where important development should take place, identifying new, large-scale national developments including: · two carbon capture and storage schemes at Peterhead and Grangemouth · Prestwick Airport and adjacent Enterprise Area, focusing on the aerospace sector |

A Joint Consultation on a Historic Environment Strategy for Scotland and the Merger of Historic Scotland and the Royal Commission on the Ancient and Historical Monuments of Scotland (RCAHMS) This consultation seeks views on the future care and management of Scotland’s historic environment. The Scottish Government is seeking views that will help shape the development of a long term Strategy for Scotland’s historic environment and inform the development of a new lead public body that will lead and support its delivery. |
