Listed, scheduled.. and spoilt

PETER RICHARDS of Essex County Planning Dept writes of the problems which have arisen over buildings which are both listed and Scheduled Ancient Monuments.

Over recent years, a number of buildings which fall into the joint category of being listed and scheduled (see Appendix No.1), have been affected by changes. In four particular cases, different aspects of the dual protection have resulted in different problems being highlighted. These cover design matters,

suitable uses, building regulation control and urgent repairs.

Before cdnsidering these four headings, an initial matter must be mentioned. To those dealing day—to—day with these things, the fact that scheduled monument consent takes precedence over listed
